Once you can name agency (Dennett’s stance), the harder question is where it comes from. The old debate offered two answers and no third: either matter is blind and agency is a story we tell, or purpose is stamped in from outside by a designer. Aristotle had said purpose was intrinsic — a thing’s end is a cause of its becoming — but mechanism spent four centuries banishing final causes from respectable science.
Levin’s lab reopens the question from below. Living material is agential: a cell is a small problem-solving agent, and cells bind into collectives that own goals no single cell can perceive — a salamander rebuilding exactly one limb and then stopping. Agency scales with what he calls the cognitive light cone, and form is pulled from a space of possibilities rather than dictated letter-by-letter by the genome. Segall reads this through Whitehead: agency isn’t squeezed out of dead matter late in the story; it’s there at the ground floor, all the way down.
So where is it from — neither accident nor design, but a gradient of competence that goes down as far as we can look, and (for Levin) higher forms drawn through “pointers” from a latent, almost Platonic space. Whether that space is real, and whether “pulled down” is discovery or projection, is exactly what the question leaves open. It is not answered here.
