Dave Kasten, Palisade’s head of policy, talks with Matthew Lipka, former head of policy at the autonomous-vehicle company Nuro, about how federal regulation actually gets made. Lipka walks through notice and comment under the Administrative Procedure Act and says a new rule now takes about nine years on average; of 22 rules Congress required of NHTSA in 2013-15, six have been done. He covers the faster routes, including guidance, interim final rules and the foreign affairs exception that export controls use. His message to AI researchers is that they can file comments and request meetings without going to law school.
